  STATEWIDE ACTION ALERT
Tuesday, April 6, 1999
BIG SHOWDOWN ON HOMOSEXUAL CURRICULUM (AB 222)
AND HOMOSEXUAL-MARRIAGE "PARTNERS" (AB 26)

AB 222: The homosexual curriculum bill, AB 222
by lesbian Sheila Kuehl (D-Santa Monica), will be
heard in the Assembly Education Committee on
Wednesday, April 7 at 1:30 p.m. This is expected to
be a real shoot-out, as undecided Democrats are
lobbied from both sides. A key point is that AB 222
will result in schoolchildren being taught to approve of
homosexuality and homosexual "marriage." The current
Education Code, Section 51553 requires schools to teach
children "honor and respect for monogamous heterosexual
marriage." But under AB 222, "no textbook or other
instructional material shall be adopted ... which contains
any matter reflecting adversely upon...sexual orientation."
Thus, traditional marriage would be "discriminatory" and
children would be taught that homosexual "marriage" is
good and natural. And what about AIDS education?
Apparently, no curriculum could talk about the relationship
between homosexual behavior and HIV. Beyond these issues
AB 222 could harm the Boy Scouts, private religious schools
and students at Christian colleges. AB 222 would also indirectly
result in hiring quotas for homosexual, bisexual and transgender
teachers in the public schools.

TAKE ACTION: Please contact the following swing votes ASAP
to urge them to oppose AB 222 (all Assembly numbers start with
916-319-____).
Lou Correa (D-Santa Ana/Anaheim) 2069 / fax 2169;
George Nakano (D-Torrance/LA South Bay) 2053 / fax 2153;
Nell Soto (D-Pomona/Ontario/Chino) 2061 / fax 2161;
Scott Wildman (D-Glendale/Burbank) 2043 / fax 2143;
Carl Washington (D-Compton/Paramount) 2052 / fax 2152;
Jim Cunneen (R-Silicon Valley) 2024 / fax 2124.

Tell the members to "Oppose AB 222 because it will promote
homosexuality in the public schools," and "Existing law protects
all students; this is an unnecessary bill." The advocates of AB 222
are trying to say the bill is needed to quell threats against and
assault of homosexual students. But the truth is, existing law
already protects all students. What's more, the Civil, Penal
and Education codes already have specific protections for "sexual
orientation." Bottom line, AB 222 is an unnecessary bill which
will cause unimaginable problems for parents of schoolchildren.

AB 26 was not heard on the 6th.
We will let you know when it is rescheduled for,
now is the time for you to voice your opinion.

AB 26: AB 26 would create a statewide "domestic partners"
registry so

BIG VICTORY IN SANTA ANA
A pro-homosexuality bill has been stalled at the
State Capitol after relentless activism by pro-family
citizens Assembly PERSS Committee, was the committee’s
deciding vote on AB 107, a tax-funded homosexual partners
bill by Assemblyman Wally Knox of West Hollywood. But
due to intense public pressure, the March 17 hearing
and vote on AB 107 has been canceled by its author.
“Lou Correa felt the heat and knows he cannot support
the homosexual agenda without incurring the wrath of
Latino families in his district,” said Randy Thomasson
of Capitol Resource Institute. Because Correa was
“undecided” on this gay agenda bill, Thomasson last
week led local citizens in a protest at Correa’s
office, which was covered by KFWB news radio and the
Spanish-speaking La Opinion newspaper. Pro-family
volunteers and the California Restoration Project
distributed action alerts to numerous area churches.

With the need for more pressure in this do-or-die vote,
Latino community leaders Art Pedroza, Rosemarie Avila
and Sal Juarez organized a candlelight vigil Monday
night outside of Correa’s Santa Ana office, and the story
ran on the front page of today’s Orange County Register.
“We are calling upon Lou Correa to oppose this legislative
assault on the families of this district,” said Juarez,
who brought posters and flags to Monday night’s protest.
Kudos to Warren Duffy of KKLA, Jane Chastain of KBRT, and
KWVE News for helping alert Orange County citizens.
Special thanks to Bob Cielnicky, Bob Pamplin, Herb Hall,
Allan Kam and Bob Avakian. Our momentum against the seven
gay-agenda bills is growing and we need more citizens to take
action. Correa and several other Democrats are becoming
increasingly nervous about these radical bills, and this
week’s victory is a hopeful sign that God is working
through the courage and faith of concerned citizens.
If there are some “unusual” changes on the PERSS committee,
AB 107 could still come up for a vote on April 7 or 21.

AB 222: REBELLIOUS AND CONFUSED
Capitol Resource has delivered information on all seven
bills that make up the gay legislative agenda to 120
state legislators. Get ready for Monday, March 22 as
lesbian assemblymember Sheila James Kuehl will gather
homosexual teenagers at the State Capitol who, in turn,
will say they could commit suicide or suffer harm unless
AB 222, promoting homosexuality in the schools, is passed.

But the homosexual activists conveniently forget
about existing protections in the law. Current law
already prohibits and punishes violence and threats of
violence against anyone, even on the basis of
“sexual orientation” (Civil Code 51.7;

Penal Code 422.6, 422.7 and 422.75; Education Code
33032.5 and 48900.3). While Sheila Kuehl says
that “oppression” makes gay youth more apt to
commit suicide, she’s got it backwards. Higher
rates of alcoholism, drug use and suicide are
symptoms of a rebellious and confused person.
According to the 1995 Massachusetts Department
of Education “Youth Risk Behavior Survey,” more
than a third of the self-described gay teens
admitted to illegal and openly rebellious activities
such as carrying a gun to school, drinking alcohol
at school, doing drugs at school, and getting into
fights at school. It seems that rebellious
children who go with their feelings lack boundaries,
whether it’s guns, drugs, promiscuity or suicide.
Why would anyone support AB 222 to create more
confusion among kids?

  PUBLIC HEALTH OR PRIVACY?
Two opposing bills have been introduced to address the
HIV/AIDS crisis, but only one bill will protect the
public. SB 1029 (Haynes) would require doctors to
confidentially report the identity of HIV-infected
persons to county health officials for the purpose
of treatment, counseling, contact tracing and partner
notification. SB 1029 is supported by a coalition of
common-sense physicians and women’s advocates and
reflects the philosophy of respected medical
organizations nationwide. On the opposite side is
AB 103 (Migden) which would require California to
implement the dysfunctional “unique identifier”
system which has failed in large states such as Texas.
The Bakersfield Californian has called Migden’s bill a
“Trojan horse” for how it deceptively hides its
privacy agenda and blocks tried-and-true public
health policy.

“Confidential name reporting is conducted with
the express purpose of halting disease transmission
through contact tracing and partner notification,”
wrote SB 1029 sponsor Dr. Cary Savitch in the
Santa Barbara News-Press. Savitch, an HIV specialist
with the public health advocacy organization
Beyond AIDS, hopes California will follow the lead
of New York, Texas and the majority of other states
which treat HIV/AIDS as a health issue, not a privacy issue.

  CALIFORNIA’S MARRIAGE WARS
The pro-homosexual marriage advocates have declared war
on California families. On Thursday, Feb. 11,
Assembly Speaker Antonio Villaraigosa (D-Los Angeles)
and lesbian assemblymember Sheila Kuehl
(D-Santa Monica) hosted the “Freedom to Marry Day” news
conference at the State Capitol. Villaraigosa
wants to destroy the institution of marriage by
re-defining marriage and family. “It is critical
that we recognize all of California’s diverse families,
including gay and lesbian couples and their children,”
said Villaraigosa. Those in attendance blasted
Sen. Pete Knight’s “Definition of Marriage” initiative,
which keeps marriage as between a man and a woman.

Senate President pro Tempore John Burton (D-San Francisco)
issued a statement saying, “I have already gone on record
opposing the so-called “Definition of Marriage’
Initiative...you have my ‘NO’ vote on this blatant
attempt at discrimination.”

This is the kind of furor that the sacred institution
of marriage stirs up on the left. The homosexual
activists are planning to spend up to $10 million
in an attempt to defeat DOMA. They’ll have to work
to convince a lot of people because DOMA is currently
supported by 64% of California voters. This is brewing
into a national battle. The Vermont Supreme Court could
legalize same-sex “marriage” sometime before June, at
which point activists will try to force homosexual
“marriage” on California and other states. But marriage
is and has always been between a man and a woman, and
serves as the best role model for children and society as
a whole. GIVEN THE HIGH DISEASE RATES AMONG HOMOSEXUALS,
GAY "MARRIAGE" IS THE LAST THING CHILDREN SHOULD HAVE AS
A ROLE MODEL.
